QIP grants direct permanent residency — not a temporary visa. You receive your Panamanian residency card (cédula) immediately upon approval, with no intermediate steps or renewals required for the first 10 years.

QIP requirements: who qualifies

The QIP is open to citizens of any country. There is no nationality restriction, unlike the Friendly Nations Visa. The basic requirements are:

  • Be at least 18 years old. Dependents can be added regardless of age (children under 25, parents over 65).
  • No criminal record in your country of origin (apostilled police record required).

Panama operates a territorial tax system. As a QIP resident, you only pay Panamanian income tax on income generated within Panama. Foreign-source income — including foreign salaries, capital gains on foreign investments, foreign rental income, and pensions — is not taxed in Panama.
